James is a leading expert on Mass Rapid Transit who was handpicked for Tonkin + Taylor’s new role of Principal Transport Planner for MRT in late 2017.
He is an internationally recognised Bus Rapid Transit (BRT) and Intelligent Transport System (ITS) specialist who has been delivering public transport solutions including integrated land use and transport master planning, strategic transport scheme evaluation/feasibility study development and detailed implementation for global clients for 28 years.
Over the last three decades, James has project managed large-scale, multi-disciplinary, planning and infrastructure projects for government and local authority clients such as the NZ Transport Agency, Auckland Transport, Auckland Council, Transport for London, the World Bank and the Da Nang, Hanoi, and Ho Chi Minh People’s Committees.
Most recently, James has delivered a series of city transformation projects that have dramatically changed the transport systems in the major urban environments across Vietnam, as well as the commuting behaviours and public transport attitudes of its citizens.
Between 2011-2017, James played one of the key roles in aiding the migration of the people of Vietnam from motor bikes to Mass Rapid Transit for the Vietnam government and World Bank in Hanoi, and planning for the same systems in Da Nang and Ho Chi Minh City.
Lead transport planner and Team Leader for the Da Nang Sustainable City Project providing specialist public transportation planning and design advice; and delivery of the 2030-2050 Transport masterplan, as well as Scheme Feasibility and Basic Design for the Bus Rapid Transit (BRT) project
Appointed directly by the World Bank to a specialist role for the feasibility study design and technical specifications review/sign off, for the ITS, Communications, and traffic signal system for the Ho Chi Minh City BRT - Green Transport Development Project.
Provided specialist consultancy services to the Hanoi Department of Transport for the Hanoi BRT, including detailed design, preparation of the bidding documents and technical specifications for the traffic signal and BRT vehicle priority system, ITS and Communications system, Control Centre equipment and management systems, and the BRT Vehicles.

Before moving to Vietnam in 2011, James delivered large-scale planning and infrastructure projects for government and local authorities in New Zealand including the NZ Transport Authority, Auckland Council and Auckland Transport.
The British-born engineer has also held senior roles and delivered multi-disciplinary projects in the UK including the Hammersmith Bus/Rail Interchange, London Bus Priority Network and the SELTRANS and SWELTRAC Interchange Studies. A factor identified as critical to the success of these projects was the communication of the ‘vision’ with key stakeholders and the public.
James is an accomplished communicator and compelling public speaker. His engaging manner and strong leadership skills have seen him lead the stakeholder consultation on multiple high profile and politically sensitive projects.
