Reuben is an environmental planner, environmental manager and a Principal of Tonkin + Taylor with qualifications in environmental science and environmental planning. He is a trusted advisor to his council, tangata whenua, energy and industry client base.
Reuben regularly provides the full ambit of environmental planning and management services to his clients including: consent acquisition; policy development and review; environmental monitoring and management plans and reporting; expert evidence; and leading public engagement processes.
Reuben has significant experience in coastal planning and coastal management, as well as strategy and policy development relating to natural hazards. Reuben has presented papers relating to coastal hazard management at international conferences and won awards from the Ministry of Civil Defence and Emergency Management and the New Zealand Planning Institute for his work in the management of natural hazards. Reuben also holds a nautical qualification and has experience in Port Operations at New Zealand’s largest port.
In addition to Reuben’s coastal and hazards work, he also has significant experience in the regional discharge permit area, with a particularly interest in incorporating adaptive management and traditional cultural perspectives into mitigation measures and monitoring programmes.
