The Auckland Material Recovery Facility (MRF) was a joint-venture project between Auckland Council and Visy Recycling (NZ) Ltd. The MRF now handles recycling collected from Council’s 265,000 households - catering for over 770,000 people or approximately 20 per cent of New Zealand’s population. It is one of the most technologically advanced MRF facilities in the southern hemisphere.

This flagship facility is located on 3.6 ha of the former Galway Street closed landfill in Onehunga, Auckland. This construction location presented aggressive and potentially unstable ground conditions and was actively producing methane gas. In addition, it is adjacent to the Manukau Harbour - a sensitive ecologically valuable water body.

Services provided (consents):

  • Scoping of likely resource consents, building consents and engineering approvals required
  • Management of the resource consents application programme
  • Assessment of Environmental Effects (AEE), including preparation of the AEE report
  • Preparation and lodgement of resource consent applications
  • Technical input for resource consent (land use) and building consent applications
  • Presentations at consent hearings
  • Consent condition compliance observation and reporting during construction
  • Preparation of a site-specific Environmental Management Plan for operation of the MRF to satisfy consent conditions
  • Post-construction and pre-occupation compliance monitoring and reporting.

Services provided (industrial structures):

  • Scoping of likely resource consents, building consents and engineering approvals
  • Site investigation (contamination and geotechnical) of a portion of the closed landfill
  • Preparing a factual site report for inclusion in the RFT
  • Preparing a base plan (existing services, topography etc.) of a portion of the closed landfill
  • Assisting council in outlining requirements and expected outcomes for invited tenderers
  • Consents, design and supervision of the enabling works (including the relocation and encapsulation of the historical contaminated materials stockpile) before successful tenderer taking possession of the site
  • Design of foundations and ground improvement works
  • Design of landfill gas protection measures for the main building and associated structures
  • Construction observation related to the management of contaminated materials, site preparation, piling installation and testing, ground improvement works monitoring, and installation of landfill gas protection measures for the main building and associated structures.

  • Scoping of likely resource consents, building consents and engineering approvals
  • Design of landfill gas protection measures for the main building and associated structures
  • Construction observation for installation of landfill gas protection measures for the main building and associated structures
  • Post-construction and pre-occupation compliance monitoring and reporting
  • Preparation of a site-specific Environmental Management Plan for the MRF operation to satisfy consent conditions.

Services provided (contaminated land):

  • Scoping of likely resource consents, building consents and engineering approvals
  • Collating all historical investigation data for the closed landfill site and preparing a report for inclusion in the RFT
  • Site investigation of a portion of the closed landfill and preparing a factual report for inclusion in the RFT
  • Consenting, design and supervision of the site enabling works (including relocation and encapsulation of the historical contaminated materials stockpile) before successful tenderer taking possession of the site
  • Design of landfill gas protection measures
  • Construction observation
  • Preparation of site validation reports required by consents.
