Papua New Guinea's Department of Environment & Conservation (DEC) had received an environmental plan application in regard to a major open-cast goldmine operation on Lihir Island. The development involved discharge of waste rock and wastewater to sea, and DEC was seeking a review of the proposal in terms of marine biological effects, water quality impacts and sediment discharge mitigation options.
