Pukeahu National War Memorial Park, Wellington, New Zealand

New Zealand Transport Authority

The Memorial Park Alliance was formed in 2012 to design and construct the Pukeahu National War Memorial Park in Wellington. This included the new Arras Tunnel - a ‘cut-and-cover’ structure to under-ground a section of SH1 Buckle Street, creating the new park above. The Memorial Park Alliance was composed of Tonkin + Taylor, AECOM, Downer and HEB.

Tonkin + Taylor provided specialist design and environmental resources. Our contribution included design, environmental and risk managers. We also led planning, geometrics, traffic safety engineering, civil (wet) services design, geotechnical engineering, retaining wall design, environmental and temporary traffic management components of the project.

We were directly involved in establishing and maintaining the high-performing and collaborative Alliance team. The high quality design, prepared in close collaboration with the constructors, resulted in overall delivery success - both Arras Tunnel and Pukeahu National War Memorial Park opened an entire month ahead of schedule and significantly below budget.

The same Alliance has gone on to successfully deliver Victoria Street Urban Upgrade for Wellington City Council. We have also reconstructed and upgraded the Chatham Islands' Waitangi Port.

In 2014 Pukeahu National War Memorial Park was awarded an NZTA GEM Award for Connecting with the Community and a HEB Business Excellence Award, Environmental.
