Tonkin + Taylor has been involved with the Bluegums Landfill project since 1997. Our initial involvement with Bluegums Landfill included the investigation and design of remedial works after the lining system (designed by others) failed. Since then, we have provided design and construction supervision services to Marlborough District Council (MDC).

Through collaboration with MDC and the landfill operations contractor, we have developed a deep understanding of the site, leading to efficient and pragmatic design solutions. Our team’s innovative technical and operational management solutions include controlling surface water in new cells to minimise leachate generation and maximise clean water collection.

The Bluegums Landfill is engineered to high standards and is expected to service the district until 2047, based on annual inputs of 65,000 tonnes.


  • Development Plan for the landfill comprising 12 development stages 
  • Site investigation, detailed design procurement and construction supervision for stages 2, 3, 4, 5, 6, and 7 of the landfill 
  • Design procurement and construction supervision of a landfill gas collection and flaring system 
  • Stormwater system upgrades 
  • Design and construction supervision of landfill capping to Stages 2, 3 and 4, in conjunction with cell development 
  • Design and construction supervision of a new 18 m unmanned weighbridge, including roading works, control systems, and software 
  • CAPEX modelling 
  • Engineer to the Contract for the landfill operations contract 
  • Ongoing technical advice regarding landfill operation, including operation of the landfill gas system. 
  • Emission Trading Scheme support
